Council is highlighting the help it gives to residents moving into new rented accommodation to know more about their bin collections and recycling.

The service, for tenants, letting agents and landlords, includes a range of assistance including visits from recycling officers, free information packs and access to the council site, www.eastriding.gov.uk

The council has 11,300 council homes and the 2011 census shows there are up to 17,800 privately rented properties in the .

Tenants, landlords and agents can also use the council’s recycling email address, wastewatchers@eastriding.gov.uk or can call (01482) 395586 for information about recycling matters, request blue and brown bins and food waste caddies and liners.

To arrange a free visit from a council recycling officer, email wastewatchers@eastriding.gov.uk.

Private landlords and letting agents are advised to let the recycling team know of a new tenancy at the same time as they notify the team of a change of tenant.

’s 2013 – 2018 sets out how the Council and its partners will work together to tackle the causes of homelessness and meet the needs of people without access to a home of their own.

This new strategy builds on the work of the last Homelessness Strategy published in 2008. It has been developed after consideration of the findings of an independent homelessness review (undertaken in August 2012) and utilises a range of data sources, including official statistics and stakeholder surveys.

The number of households accepted as being owed the main homelessness duty by the Council has been increasing year on year, with 463 homelessness acceptances in 2011 compared to only 337 in 2009.

Despite a slight fall in numbers in 2012, there are concerns that people are increasingly facing difficulties in managing their income and costs as a result of the continuing economic downturn, and this is likely to be exacerbated by the changes to benefit from April 2013 and the introduction of Universal Credit from October 2013.

Recognising the importance of early intervention and prevention to reduce homelessness, the Council and its partners have identified the following three priority outcomes.

The first is to prevent households from becoming homeless through effective partnership working. Vulnerable individuals at risk of homelessness will be identified at an early stage of their housing need, and their underlying problems addressed before they reach a crisis point.

Key to this will be effective information and advice services, and the Council will work with the voluntary sector to improve the quality and accessibility of housing advice provision across the .

The second priority outcome is to ensure that there are effective pathways into housing for people that are homeless. This will help to prevent repeat homelessness and make the goal of independent living more attainable for vulnerable people at risk of homelessness. It will also help to ensure that there is sufficient movement through schemes to promote the availability of supported and temporary  for those that need it most.

The third priority outcome is to secure access to safety net services and support for those in crisis to manage a transition to settled . Alongside the housing, pathway set out in outcome two, this outcome will ensure that there are sufficient support services for the most vulnerable groups, including people that are sleeping rough and young people.

This will help the Council to achieve the ’s No Second Night Out aim.

This aims to ensure that any person that is new to the streets is contacted within 24 hrs and offered support and assistance, including access to emergency .

“The aim of this amendment is not to prevent much needed new housing, but to ensure that it is planned for with sufficient local infrastructure to support it.”

The number of properties listed for sale in fell by 10% in December 2011 compared to November 2011.

Of the 625 listings registered with the UK’s leading property web site, for property sales within the postal code 571 were houses with flats making up the remaining 54.

The figures dod show an increase in properties listed for sale in Beverley on December 2010 when just 589 homes were listed for sale.

of Yorkshire Council has been successful in securing funding for further initiatives to help reduce the health impacts on people who are struggling to keep their homes warm during the cold winter months.

The council has been awarded £46,000, the full amount it bid for under the Department of Health’s Warm Homes Healthy People Fund, and will be using the funding over the next few months in partnership with organisations like the NHS.

Plans include using some of the money for emergency oil funding for up to 30 vulnerable households who cannot afford to buy heat during the winter months. A further 1,000 households are set to benefit from cold weather alarms which will inform people when they need to turn up their heating to maintain a healthy warmth.

The funding will also be used to support the council’s existing Health through Warmth project, leading to an increase in the number of front-line NHS staff able to provide fuel poverty and energy efficiency advice, and it is planned to hold additional events in rural communities to recruit and train energy champions for a project run by the .

Councillor Symon Fraser, portfolio holder for the environment, and planning, said: “I am delighted we have been successful in obtaining this funding which can be used immediately to help people in the East Riding.

“Each winter there is a spike in the number of people suffering from cold related illnesses and it is a priority for us to continue to seek out available funding opportunities to try and help them stay healthy in their own home.

“In November, the council confirmed that we would be continuing to invest in measures to make homes in the East Riding more energy efficient despite the reduced amount of national funding now available. These include a discount scheme run in partnership with Npower to provide cavity wall and loft insulation and additional funding to continue our award-winning scheme to install air source heat pumps to properties in rural areas which are off the main gas network.”

is changing from1 January 2012 for single people in privately rented accommodation

If you are single, aged under 35 and living in self contained privately rented accommodation your benefit will change to the shared accommodation rate (exceptions apply). This means that the amount of benefit you receive will go down.

If you are a private landlord and your tenant receives housing benefit and you receive direct payment for them then your payments will reduce.

If you claimed housing benefit before April 2011, changes have been made to Local . Your claim has been protected for 9 months from the annual review date of your claim. This means that from January 2012 onwards your benefit may change. We previously wrote to customers to advise of this change.

Council’s Team will be carrying out a survey of private rented accommodation in to establish whether properties are eligible for help with heating and insulation which, in some cases, may be free of charge.

Residents and owner-occupiers will receive a letter prior to the survey, explaining that an officer from the private sector housing team will be visiting in the near future.

A free follow-up home safety check, provided by the fire service, will also be arranged, as well as the opportunity to address any identified health and safety issues.

The survey will enable the council to develop a clearer picture of both the type and nature of housing occupation in the area and target energy efficiency programmes.

Those tenants who live in properties which have been accredited by their landlord as part of the council’s accreditation schemes will not be visited as they already comply with the minimum standards and in many cases exceed them.

Landlords are encouraged to join the council’s accreditation schemes, which have numerous benefits, with details available on the council’s website or by contacting the private sector housing team, on (01482) 396301.

The slow house market has seen a continued rise in the cost of renting accommodation – but is remaining relatively stable.

Renting a home in England and Wales has risen for the ninth consecutive month but the rate of increase has slowed, according to a national survey.

LSL Property Services, which owns big estate agencies such as Your Move and Reeds Rains, said the average rent for a house in England climbed to £720 a month in October.

But, they also say the 0.2% monthly increase was the smallest rise seen since February.

Frustrated first-time buyers continuing to rent and a shortage of rental property have led to rising costs, even in the despite the availability of new stocks.

On a regional basis, rental costs rose the most in the south-east (up 1.5%) and the east(up 0.8%) in October compared with September.

Over the last year, tenants in London have seen rents rise faster than in any other region.

However by comparison, rents fell by 1.4% in the north-east and south-west.

“The recent increases are likely to continue to level out in run up to Christmas – traditionally a slower time for the market,” said David Newnes, of LSL.

“Nevertheless, despite the slower rate of increase, the cost of renting is still rising annually at nearly twice the speed of the average salary and many tenants will need to dedicate a growing portion of their disposable income to the cost of accommodation over the next year.”

“With the economic climate unlikely to be much improved as we go into 2012, this supply-demand imbalance will worsen rather than improve, which could well put more upward pressure on rental prices.

“However, the one saving grace is that the last thing landlords want is empty properties, so they will have a responsibility not to price tenants out of the market.”
